This is a KILL SHELTER. The city spent millions building this fancy new "shelter" but it's not for the animals. It's for the lazy staff who---until recently---couldn't be bothered with adoptions. They forced this job onto the poor Humane Society, a sad, underfunded non-profit that struggles to stay afloat.
